What and how do we measure?

In the interest of transparency we list the exact tools and calculations so that the data is as reproducible as possible.

Index CSGOV evaluates public administration websites in two areas: accessibility and performance. Combining both metrics produces the overall ICS score (Index CSGOV Score).

Combined score (ICS)

The Index CSGOV Score is the average of the accessibility and performance scores:

ICS = (accessibility + performance) / 2

If only one score is available, it is used as the result.

Limitations of automated testing

Automated tools catch roughly 25–30% of accessibility issues. A high score therefore does not guarantee a flawless website — we always recommend complementing it with a manual audit and testing with real users.

The performance score expresses how fast a website loads and responds to user interactions.

Note

A test may not always run successfully — for example if the target website uses strong anti-bot protection, is unavailable, or blocks automated requests. In that case no results are displayed.
