The Index was created as an independent public tool for monitoring the accessibility of Czech public administration websites. Its goal is to bring transparency to an area that directly affects hundreds of thousands of citizens, not only those with disabilities.
Act No. 99/2019 Coll. on the accessibility of websites and mobile applications was adopted back in 2019. Since then, all digital communication of the state and public administration should be accessible. Yet many websites fail to follow even the basic accessibility rules.
The Index regularly measures the accessibility of websites of ministries, regions, municipalities and other public institutions. We publish the results so that citizens can see how their authorities fulfil their legal obligations.
The Index also includes a brief Czech translation of the WCAG 2.1 accessibility principles and criteria.
How we measure
We test every website with automated tools against the international WCAG 2.1 standard. We focus on critical and serious issues that genuinely prevent people from using a website – for example missing image descriptions, broken keyboard navigation, or insufficient text contrast.
Automated tests do not reveal all accessibility issues, but they reliably show the most serious ones. A score of 100 does not mean a perfect website – it means we found no automatically detectable errors.
