Why the Index?

The law requires public administration websites to be accessible to everyone without distinction. Speed is not covered by the law, but a slow website is a barrier for everyone. That is why we monitor both areas at the same time and summarise them in a single number: ICS – the accessibility and speed index. What exactly does Index CSGOV measure?

Accessibility (A11Y)

We measure the technical accessibility of a website according to the WCAG 2.1 principles. Among other things, we look at content structure, keyboard operability, element descriptions and contrast. More about what and how we measure can be found in the accessibility measurement methodology

Speed (Performance)

We evaluate website performance from the perspective of a real user. Fast loading is essential not only for comfort, but also for the availability of content on slower devices and networks. More about what and how we measure can be found in the performance measurement methodology

ICS

The resulting score combines both areas into a single number, which allows websites to be compared with each other and their development to be tracked over time.

Why may our score be lower than in other tools?

Unlike commonly available tools, we use a combined multi-source analysis for accessibility, so we catch errors that other testers miss.

The evaluation is also more rigorous – we penalise more severe errors more heavily. This motivates website operators to address the most critical problems first.

On top of that, the ranking combines the accessibility and speed scores, because both areas are equally important for a comfortable use of a website.
